The site is located outside the Limits to Development as defined in the Borough of Charnwood Local Plan and in an area of Local Separation between the settlements of Sileby and Cossington. The local planning authority considers that the scale, purpose and appearance of the proposed building are inappropriate in this rural setting and unwarranted to serve a horticultural holding and that the development would further reduce the physical separation between these settlements. The proposal, therefore, is contrary to Environment Policy 5 of the Leicestershire Structure Plan and Policies CT/1, and CT/6 of the Borough of Charnwood Local Plan.

The site lies in an area at risk of flood and, in the absence of any technical data to demonstrate otherwise, the proposed development would add to the risk of more extensive flooding to the surrounding area, contrary to Policy EV/27 of the Borough of Charnwood Local Plan.
